How long can a train block a railroad crossing?
There is no general federal time limit that makes a train's blockage of a crossing unlawful after a set number of minutes. Record the location and what you observed, then use FRA's blocked-crossing reporter for a non-emergency event.

There is no general federal blocking-time limit.
FRA's reporting program collects information about blockages; it does not create a national deadline for a train to move. Do not assume a 5-minute or 10-minute rule applies at your crossing.
For an emergency, call 911. The non-emergency reporter is for documenting the event, not obtaining immediate clearance.

State enforcement is a separate legal question.
A time limit written in a state law does not by itself establish that it can be enforced. Federal law and court decisions can affect the answer.
TxDOT explains that Texas cannot enforce a blocked-crossing time limit and describes the relevant court history. That Texas explanation should not be presented as an individual ruling on every state's law.

This guide does not list state-by-state time limits. Before making an enforcement claim, check the current statute, relevant decisions and the responsible state agency's guidance.
A useful report records the crossing ID, your arrival time, the time it cleared if observed, and the effect on access. Do not infer how long the road was blocked before you arrived.

Ask transport staff about dated studies, railroad coordination and alternative routes. Ask emergency services for confirmed response delays rather than treating each public submission as an emergency delay.
A city meeting, a request to Congress and an approved construction project are different stages. Cite the city's current document when reporting its response.
Separate a funding case from public submissions.
RCE applications can address crossing problems through eligible improvements. The applicable funding notice determines what evidence is required.
FRA's public blocked-report collection is not suitable for budgetary requests or regulatory proposals. Use independently collected observations and the application instructions to support a proposal.
