Trains blocking crossings

Pennsylvania law limits a train to 5 minutes blocking a road crossing, under 75 Pa. Cons. Stat. § 3713; see also 18 Pa. Cons. Stat. §§ 6907-6908. A court held a related Pennsylvania blocked crossing law preempted by federal law. We found no ruling on this time limit, and courts in other states have held similar limits preempted. Checked 16 October 2026.
